#1. Spence is growing out of ww.(he look chubbsy in the vid)

This year has to be the year he fights Bud because Bob is cashing in his chips by force,he no longer wants to lose money on Bud & he doesn't want to artificially stimulate his career economy anymore especially because it would mean Spence v Bud will be down the drain in event Bud were to lose before fighting Spence.
#3. SPENCE will have all the belts except 1,& nobody would want to watch him fight Porter again before Bud
#4 Spence & Bud & Top Rank have been in contact,Top Ranks just playing hard ball but they'll eventually budge & agree because Bud has nobody left to fight(except for jww who would destroy his career were he to lose to 1 of them,as opposed to Spence who will also guarantee a huge rematch payday if he loses like Fury v Wilder 2.0(this fight is almost identical financially to Wilder v Fury,both have same rival corps backing)
#5. Bobs getting close to the end,he wants to see Bud vs Spence before he dies
#6 The jwws are just as Risky as Spence & won't be as valuable as Spences scalp will on buds mantle.
#7 Spence knows he needs to become undisputed at ww to become atg(because he doesn't know whether he hack it at 154(tommorow isn't promised)( yes it also means his undisputed would be worth 10x more imho)
The list above is based on only that Spence will have no reason to not fight Bud(for those that believe he's the roadblock)
The only thing I can see stopping this fight despite the reasons listed above is CRAWFORD & BOMACK,& ONLY CRAWFORD & BOMACK!(& Whether he gets past his next foe)
It will boil down to whether Crawford agrees to be the B side & whether he is honest enough with himself to fight Spence for reasons listed
