Not that crazy. The default is to have no statue, naturally. Stallone paid for the statue to be created. It was then put in place in Philly as a prop for the making of Rocky III and the rest sprung from that. It wasn't like the city itself paid to put the thing there.

Thank you for putting this out there, i never knew this. I thought it was the CITY that actually paid for it.
