Why is it that when both Pacquiao and Mayweather was active nobody rated Pacquiao higher than Mayweather, if Pacquiao suppose to have the better resume?

Dont you think People would have took note of this and had Manny Pacquiao
ranked higher then Floyd Mayweather.
in 1998,1999,2000,2001,2002,2003,2004,2005,2006,2007, and 2008.

Why in all these years did nobody ever say you know Floyd Mayweather,

I dont see how somebody can say pacquiao is better than Mayweather.. when throughout their whole career nobody has ever rated Pacquiao ahead of Mayweather..

throughout their whole career from beginning to end mayweather has fought better competition.

I was thinking the same thing.....and why do people think just cause he fought Berrera, Moralles, & Marquez that it trumps who Mayweather has fought....alot of these people are basically saying if Pac was 3-0 anmd his 3 fights were with the 3 i mentioned then he still would be an ATG's
