I dont get why certain fighters are required to defend their titles and others dont

it's because sanction fees goes up with the fyters' purse....
superstars can choose who he fyts for the big pay...and higher sanctin fee.
give the superstar a mandatory not of his choice and he throw the belt.
the alphabet orgs are quick to order a mandatory if the current champion is not a big draw.
therefore supeboxers are treated extra nicely....
