Sanchez didn't seem too interested in fighting Pedroza. According to message board logic, Sanchez ducked Pedroza because Sanchez was "called out".
I don't really know about the particulars though. I've said in the past Sanchez avoided Pedroza, but I was bored and just hoping to get some discussion going.
I don't know about the details and if any offers were on the table and any negotations in play. People who were alive in that era usually say that it seemed Pedroza seemed to want to fight Sanchez more than vice versa, however.
