I think Khan is just as fast as Manny with his hands. Manny though is more than just handspeed. His footspeed and reflexes are faster than Khan's.

Manny seems so fast because his whole body is fast and in perpetual motion all the time.

fast plus the workrate. others may be as fast or seem faster but not for the whole 3minutes of every round or for 12 whole rounds like judah or pbf. only other fighters i believe that can do that are the younger ones. somehow pac had managed to maintain these, though lately he's been getting smarter to know when to explode.

floyd have good stamina i think more so than pacman but judah damn sure dnt
