First off ; HBO was very interested in Wladimir vs. Haye, and they did indeed pick it up. I believe they were also rumored to be interested in a possible "Countdown" for it ; though nothing was ever confirmed or denied in regard to it.
Secondly ; Arreola has a bit of drawing power. He's a Mexican American Heavyweight. How often does that come along? Couple that with the fact that he has power in both hands, and people generally think of him as an exciting fighter.
To top it all off ; Los Angeles is known for it's enormous population of Mexicans and Mexican Americans. It only makes sense to hold the fight there because it will do much better there than anywhere else in the United States.
