according to section 15 of wbo's rules and regulations, title should be on the line even if the fight will be on a catchweight. so what if cotto doesnt want to pay the fees? if cotto wins, wbo belt gets vacated. if pac wins(given that pac pays the fee) then he will be crowned the new wbo welterweight champ. just read an article regarding that yesterday. it was shared by bigpoppapump
