Chambers has the best wins. Chagaev has the best all-around skill. Povetkin has the best pedigree and a win over Chambers. Thompson did the best against Wlad.
The Haye-Valuev winner will arguably crack the top five, but no higher.
I rate the HWs:

Haye cannot be considered the best heavyweight when his best name on his resume from that division is Monte Barrett.

Have you ever watched Chambers fight? He befuddled Dimitrinko into throwing one punch at a time. Against Povetkin (at least in the first 5 rounds), Povetkin couldn't find him at all. Povetkin is a very good fighter too, extremely busy and accurate for a HW and chambers was in and out on his ass, making him miss and looking smooth and relaxed.
