Judah is faster than Pac. The only problem is that Judah doesnt throw in bunches and slows down later on in rounds. Judah fight was a great preperation for him though because manny is gonna be throwing 1-2 shots at a time just like judah (due to cotto's power). Only difference is Manny will have the same speed and energy in the later rounds and will use more foot and head movement to disrupt his timing.

If you think that Judah is as fast as Pacquiao than you are mistaken sir. I give you this Judah got fast hands and a light speed uppercut but Manny is a 140lb fighter with the hand speed of a 120lb fighter,. His foot work is better then Judah's and his fight speed is much much faster then Judah's/
