I strongly believe this is a tune up/test for that reason. There has to be a reason Pacquiao don't want to except SSM offers ...yet.

If Pac can beat Cotto, I'll believe he's legit at WW. Then a SSM fight would be good. If Pac were to beat Cotto, I wonder if he'll automatically get jumped to #2 in the WW rankings.

Boxing economics. Cotto has a whole country behind him, just like Pacquiao. Can't say Mosley is not a fighter though. Pacquiao - Mosley will also be a tremendous fight. Arum said he wants the winner of Pac - Cotto to fight Mosley next.

pacs size is perfect for his style... being small is an advatage as well and most people fail to realize that

oscar was a solid win at 147 despite what people think.

then he beats arguably the #1 or #2 guy in the division.

he's also the lineal champ at 140. champions of a division generally get ranked in the top 10 of the new division they jump to.
