Cotto was 20 at that time. He started heavier than Pacquiao, but just because the boxer is a former champ at a weight doesn't mean that, thats their 'weight'. Pacquiao is a JWW at the moment. He's the lineal champ and whether he likes it or not he'll be competing with men that are naturally bigger than him and that shouldn't be an excuse used against boxers who try and fight him.
