Probably. If Pacman beats cotto convincingly then I would definitely give him 150% props in beating a good welterweight. So far i give him props for beating good featherweights/lightweights. I think it's more of a win situation for pacman to beat cotto than cotto beat pacman. I honestly think cotto will have critics who will complain that cotto beat a lighter fighter.
