Why Wasn't Bute - Andrade Added to the SMW Turney?

Why wasn't Bute - Andrade added to the tournament it is one hell of a match up and Bute is arguably ranked #2 after Kessler in the division that would hold more prestige to the tournament that would actually define who is the best.
