Ultimately it's up to the sanction body to decide who its title holder is.

It's also the choice of the fans to decide whether that belt means anything and the WBA heavyweight title has meant very little in the last couple of years.

Ruiz, Jones, Toney, Valuev and Chagaev were hardly the best the division had to offer, Lewis and the Klitschko brothers were.

it doesnt matter who really should be holding te WBA belt (wlad). haye will win the title, and with it around his waist (rightfully or not) he will be in the way of the klits dream of holding all belts. they will have to fight him to take it, and that gives haye some leverage so he wont get screwed by the klits lawyers.

Chagaev did beat Valuev, but then was unable to defend the belt. Had it been any of the other sanctioning organizations it would actually have been Valuev without any doubt on beating Ruiz, as Chagaev would just have been stripped rather than all this 'Champion in Recess' nonsense. It's a real shame Valuev v. Chagaev didn't happen just to sort out the mess; I'm starting to wonder if Don King had an eye on Haye even then.
