Beating a top American fighter is a must to becoming an ATG. Pacman is not an ATG right now.If you didn't have the chance to fight one you still can become an ATG but if you ducking them like Pacman is, you will not become an ATG

From 50 to 60, whoever puts him in the top 10 needs to buy some glasses or put Pacquiao'cum out of their mouth. No way Pacquiao belongs in the same class as Sugar Ray Robinson, Muhammad Ali, Sugar Ray Leonard and Joe Louis. The man did beat beat shot Morales, and overrated Hatton. His greatest wins are against Barrera who is not even top 20, against JMM it was too close to be a win you can brag about. Tommie Hearns, Larry Holmes, B-Hop and many others rank higher than him P4P.

Pacquiao is great but not THAT great. His level of opposition wasn't that good. Compare it to what Roberto Duran, prime De La Hoya, Pernell Whitaker and JCC had gone through.

imo if he KO's cotto or even gets the decision then he should be considered as being in the same bracket as Rjj.
