Who had the worst record while fighting for a title

Does anyone know who had the worst record while fighting for a title on a win to lose ratio. This includes all four belts and all 17 weight classes.

                I found a few.
Manny Melchor was 25-19-4 when facing Ricardo Lopez
Oscar Andrade was 9-11 and Arturo Mayan was undefeated with an 0-0 record when they challenged Alex Sanchez his wbo minimum weight title.
