I'm not sure he is an all time great. That term is thrown around loosely perhaps. He hasnt beaten good or great opponents in their prime. Kessler has really beaten nobody himself. I think the best gauge is to beat great opponents in their prime, not saying he wouldnt have but he didnt fight any. With that said I think he is a great fighter and could have beaten great fighters in their prime perhaps.
