Yes, he can make the ww weight but goes up only 1 pound above ww. Just look at the fight against Dela Hoya. Even against Hatton at jr. ww, Pac weigh in 1 pound over ww.

Now compare that to Cotto and Mosley. They can maek 147 during the weigh in but they gain 10 pounds or more during fight night.
