Of course Cotto is taking the fight, would you say no to a guaranteed multi-million dollar payday? If Pacquiao wants to eventually be named a WW champion he should fight at the WW limit. Cotto is being generous dropping to the 145 since his WW title will probably be on the line.

If you base the purse on their last two fights, Cotto's 30% is more than enough for him. He practically lost his last fight with Clottey and was only given a hometown decision or a business decision as baragining chip and to hype up his fight with Pacquiao.
