difference is that david diaz and pacquaio has the same promoter which was easier to make fight especially when its a tuneup fight for a higher weight that many though pacman couldnt handle. And add the fact that Nate has don king as his promoter. Blame floyd who turn down the oscar rematch for pacquaio moving up to the upper weights because now pacman has better things to do. He is trying to fight cotto(better than nate) and floyd(arguably him and pacman is the 2 best fighters in our generation)
