Good defensive boxers will always have a good chance at beating Pacquiao. The defence, speed and accuracy of PBF will cause all kinds of problems for Manny. PBF would obviously have to be the favourite, but those saying Pac has no chance and he is gonna get Gatti'd are just delusional.
