I'd say he's more of an opportunist and capitalist.
If he only promoted white fighters or strictly ***ish fighters, then I'd say there might be a case against him.
A lot fighters in his stable owe him a debt of gratitude for having helped them reach the top of the boxing ladder, so to speak.
At the very least, his name and rep haven't been dragged in the mud as much as a fella called King has.
