PacMan can fight at Welter, no doubt about it. Pacquiao looks fresh and fast at 140 and 147. I see no problem with him in either division. Roy Jones was able to go all the way up to Heavy and beat on Ruiz, so I don't see a problem with Manny whooping on the welter weights. Manny has the balls it requieres to do the job.
