Did anyone else not pick up on what Arum wants, a welterwight title fight between Cotto and Pac. Usually titles are fought for at the listed weight limit of the specific division, in fact I don't recall any titles fought for at catch weights. Props for Pac, but again this is Ronnie we're talking about.

ww division has a range of 141-147 lbs.
ww fyters normally walks around at least 160 lbs.
they all try to make the max limit of 147 during official weigh-in.
no need to shed extra lbs because the intent is to bulk up again after the wt-in to gain advantage of heavier body mass.
the belt is still at stake even if they agree to fyt at catchweight, wc is lower than the max but within the range of the division.

most fans are averse to "catchweight", hence manny and roach should push for a same day fyt and weigh in.
am sure some people do not comprehend the repercussion of this arrangement.
if this innovation happens, i will bet all my points on manny.
