so what happens if cotto doesnt make the weight

so if the fight is set to a catch weight of 144 the fight can not be called off by the state atheletic commision if cotto comes on at 147 since it will be a welterweight fight for the title. So would pacmans team call the fight off because boxing fans will go crazy if it was called off.
