I think Pac is an ATG(top 100 means ATG to me and even top 50) but I'd put Pernell around 25-30(estimate) ATG...I'd put Pacquiao in the upper 40's late 30's at best.

Pernell fought better opposition as well and was a far better boxer. Pac wud have trouble landin a glove on Pernell...

common sense most likely. if u watch both guys its pretty obvious.

if i had seen pac beat some of the slick fighters of his generation like casamyor, raheem, campbell, mayweather, guzman, john etc there might be a way to make a case for pac. but since hes never even fought any slick fighters, the thought of him beating whitaker is pretty ridiculous.
