Can someone clear up Nevada vs California wraps ect (Margo/Cotto/Mosley)

I heard someone say that Vegas provides the wrapping material and they witness the wrapping procedure. (According to Executive Director Keith Kiser of the Nevada state athletic commission)

A comment from Bob Arum:

As for the hand wraps, Arum says this wouldn't have happened in Nevada where the gauze used to wrap hands is supplied by the Nevada State Athletic Commission. "In California, they permit the trainers to bring their own gauze," Arum said, "and some of the gauze is harder than others. The fact that there are inconsistencies is perfectly reasonable."

So is this accurate?

I have been looking at google and Keith Kiser states that theh observe and provide the wrapping material (Kiser is the executive director of the Nevada State Athletic Commision).

I would like someone with more info on this matter.

They had someone WATCHING the wrapping, and inspected them before AND after......

Maybe it gets over them during the wrapping..... What about the AFTER inspection???

It would have to get through 3 times.... I doubt that happened....

It's true that the NSAC requires fighters to use fresh gauze and tape they provide. However, that doesn't make it impossible for someone insert a plaster smeared pad inside of them.

There seems to be this misconception that Nevada has some kind of fail safe system that makes it impossible to get over on them. That couldn't be any further from the truth.

During the HBO PPV broadcast of Cotto/Margarito they didn't show Margarito having his hand wraps. They did, however, show Cotto. He sat in the middle of the room having his hands wrapped by Evangelista. The NSAC official sat near the opposite side of the room. In between them was Miguel's son playing with a stuffed animal, partially obstructing the official's view.

With Nevada supposedly having such a strict commision, you would think the official would be a lot closer to the fighter and wouldn't allow for such interferences during such a pivotal moment.

I'm not saying Margarito definitively used load gloves against Cotto. But I'm not dismissing the thought of it either. Most seem to believe that it's unlikely to get away with cheating in Vegas, but I think it's just as likely to have occurred there as anywhere else.
