Why do Top Rank fighters seem whipped?

“Mayweather has a lot of advantages,” Pacquiao said. “He is faster than Marquez and should be able to win. If he does, then I’d like to fight him, although that is up to my promotional team.”

I'm so tired of this "up to my promoter" talk. Why don't these dudes demand fights rather then let someone else dictate there path? I couldn't imagine being a fighter for a living and having some fat rich bastard who gets out of breath going up a flight of steps tell me who I could or should and shouldn't fight.
