You can quote weigh-in weight and I will guess fight weight and I will be closer than you to the real weight every single time .

It's not official because if it was, we wouldn't have fights between certain fighters in each division.
Take away the 24+ hour window period to rehydrate the body, and we now have fighters that were originally in one division now separated by 2-3 divisions.
I think the scales are pretty accurate.
When Freddie Roach says Pac is 147+ come fight-night and that is his expected weight come fight-night...and then is weighed at that amount by HBO...I would say there is some validation to it.
When Floyd says he is 147-149 and then weighs in at that amount for the official weigh-in and the is weighed again for the HBO scales and proves true again...I think that is pretty accurate.
Scales that could be tampered with are the official scales actually. I've heard stories about tampering with them.
There is nothing to lose with the HBO scales but there is with the "official"
Like I've said many times before; if you want to get down to it, fix it and have these fighters weigh-in 1 hour before the fight. We'll see the truth.
And even on my thread I made about it, I give suggestions on what they could do which broadens it a bit.

Is the weight a bathroom weight and is it placed completely horizontal?
Is the weight at the same place when both fighters step on it?

Maybe someone should contact HBO and Showtime to see how they do it.
