What De La Hoya accomplished was due to his likeable nature, good looks, and excitment inside the ring.
Also he had an awesome promotion team behind him.
Mayweather had this very same promotion team behind but never chose to take advantage of it. He could of had any fight he wanted, he made excuses and let fights come to him instead of him persuing the fights.
It's very hard for me to see Mayweather ever reaching his status because De La Hoya's status didn't just happen over night.

All of this + the winning a gold medal for his mother story gave a sense of sympathy and reliability to great numbers of fans.

The man has had a Hollywood movie kind of life

His mother died he, dedicates his Olympic run to her.
He becomes a millionaire in his early 20's.
          Defeats his childhood idol.
Becomes one of the best at his profession
Gets some good luck, Quartey, Whitaker.
Has some setbacks when he losses a close fights 'Trinidad'
          Finally gets his fathers approval
Has more setbacks when he losses close fights with a childhood friend 'Mosley'.
Beats the the loud mouthed bully 'Vargas'.
          Marries a beautiful singer/actress..
Starts his own company and takes over his own profession.
          Fights Goliath 'Hopkins' but fails.
Hires Goliath, turns an enemy into a partner.
Defends his wifes honor by beating Mayorga.
Fights the 'anti Oscar' in Floyd but comes up short.
Get badly beaten by Paq to end the story.
          Rides into the sunset.

Floyd is the badboy of the sport and it suits him well. He'll never reach Oscar status simply because Oscar was and is a likeable character.

Sugar Ray leonard was one of those who played both the **** talker but was also adored by fans.

Though Floyd more than likely likes his position in the sport, I have no doubt he envies the popularity guys like Ray and Oscar have to this day.
