Because Cunningham had a paper belt that was previously owned by O'Neil Bell, who was beaten by Mormeck, who was beaten by David Haye.

Haye is a natural HW. He gets up to 235lbs between fights and when its time to really train hardcore, he gets back down to 215.Haye has a good talking game but he is still a natural Cruiserweight at the end of the day. Partly because, although Haye isn't a big heavyweight he isn't a 'natural cruiserweight'; he just couldn't make the weight any more. And partly because, despite the usual revisionism you will see on this site regarding fighters people don't like, Cunningham wouldn't go near him; he only mentioned fighting Haye when it became apparent he would never have to. The other one who gets mentioned is Adamek. He would certainly have welcomed the fight, but had only just moved up when it was already apparent Haye couldn't stick around.
Actually I find it pretty funny Haye is ever accused of 'ducking' anyone when his preferred opponent is Wladimir Klitschko!Comment
