I've heard people say that the ancient Greeks and Romans exaggerated their sculptures...but I don't know about that. Sandow modeled himself after those same statues. And if we go by the way these Vintage Bodybuilders/athletes looked, I'm sure the men of ancient times could do that as well...especially given the possibility that they had higher hormone levels (if healthy) because of the times.
I've also seen a program about Ancient Greek athletes and they were showing the bone-structure of some of the dead athletes and it was incredible. One guy, which may have been a wrestler, had such a big shin bone that the calf must have been huge according to the guy doing the video...who also was in shape himself and had huge calves which he showed when he compared it to his.
