Skill-wise it's Puerto Rico no doubt, what champions have had the best resume Puerto Rico wins again and on champions Mexico has had more champions than Puerto Rico but take under consideration the size of both countries.

I would take Salvador Sanchez and Julio Ceasar Chavez over Benitez and Gomez any day.

Puerto Rico has produced more skilled boxers.

Mexican fighters are known more for their heart and toughness.

That's not to say Mexico hasn't produced any skilled ring technicians.

Juan Manuel Marquez and Marco Antonio Barrera come to mind.
