A fighter of Pac level can not be controlled by a promoter, in terms of who he wants to fight. Pac will fight who he wants. So dont blame Arum if the fight is not made. Blame the fighters.

Exactly. Arum works for Pacquiao, not the other way around. Pacquiao may tell the press he wants to fight Floyd, but looks at his actions not his words. And Arum's actions are Pacquiao's actions cuz Arum works for Pacquiao.
