Freddy Kruger began, before Hollywood watered him down in the sequels, as a creature of mythological proportions- a demon that lurked within your very dreams. His physical presence was meaningless because once you fell asleep, and many tried to avoid it, he could distort everything around you at this whim; in the dream world, your nightmares were his realm; Freddy was a venerable god. Nobody could stop him.

The argument can be made that Jason doesn't sleep, being the freak of nature he is, but all that means to me is- without the bull**** Hollywood hack-job- Freddy vs. Jason would be a draw.

Freddy stays out of the physical world, Jason doesn't sleep- and humans get double screwed. Awake Jason hunts them. Asleep Freddy murks them. But in actual battle- neither can best the other.
