I'm a big fan of Roy, and his talent is unquestionable. The answer is NO however.

He's my favorite of all time but he's not the best of all time.(best of my time, yes!) imo. No one beats Roy in his prime.

No. He had skills for sure but the Gerald McClellan tragedy kept him from fighting meaningful top fights early in his career. We missed out on a Jones vs. Nigel Benn, Jones vs Watson, Jones vs Eubank, Jones vs Calzaghe (in there prime). Jones stated publicly that he would not travel to the UK to defend or pursue any titles. Could you blame him with the ref job in the McClellan vs Benn bout. Anyways, that is why in my opinion he is not considered the best of all time. He really didn't ever get tested until he faced Tarver almost 10 years later.
