Probably Paquiao to be honest. I just checked out Mayweather, Hopkins and Pac and Pac has the most of what I would consider to be notable wins.

It really is between those two. Hopkins has what I would consider to be a fuller resume, but Pac has won more of his notable fights.
It really is a matter of opinion between the two. No offense to Mayweather who is a great fighter, but his resume, while great, isn't quite on the same level as theirs.Comment

These are a good few fighters around today, with a nice resume of wins. I placed Morales and Barrera there, as both are now active... And Felix Trinidad has not yet retired and has said he wants one more bout, so this is why he got placed, Tito's resume is very impressive.
And lets not forget, Evander Holyfield is still a active fighter, his resume of win is up there as the best.

his tanglings with the Morales/Barrera/Marquez trio are what makes his resume so good.
He beat Barrera when Barrera was in or around the peak of his career. Not many wins in boxing today come close to that
