Probably Hopkins by decision. You never know how a guy will be when he moves up in weight (Toney was better @ 168 than 160 and I'm thinking of a matchup at 168), but Hopkins would probably do well IMO at this weight. Hopkins would probably use the ring more and box. He was more aggressive in his younger days but changed it up when he needed to. Toney's excellent at countering an attacking fighter, not as good when he has to chase opponents, and Hopkins is no dummy so he'd apply his game plan accordingly.

This is a tough fight, but considering how Toney is notorious for coming into fights out of shape I would have to give the edge to Hopkins.
