Tszyu actually had better hand speed back in the day. As he aged, he slowed but he still has speed. But just think, his power might have even declined a bit because when you lose some speed you can lose spower.
And of course, his punch-out-put seemed to lesson with time as well. One thing about Tszyu though is that he needs to be the underdog or he tends to get a bit over-confident and doesn't focus as well as when he is the underdog.
Inactivity (and of course injuries) is another thing that hurt him in his career. Like Roach said: A busy fighter is a good fighter. I still say he should have had a better trainer.
