According to Fernando Montiel, he was crowned the full WBO bantamweight champion when Gerry Penalosa moved up on April 25 to challenge WBO super bantamweight champion Juan Manuel Lopez. It was initially thought Montiel, the interim-champion, would fight Eric Morel for the "full" vacant title. Instead, Montiel tells ESTO that he plans to make the first defense of the full title against Morel on June 27 in Atlantic City [details]

He is not the champ he is just the interim Champ, and the fight between him and Morel will decided who is the WBO champ!!!!!!!!
Anywas, if Morel brings his A game he can box Montiel silly, if he starts BSing like he did in his last 2 fights, hell get eaten alive by Montiel in 7 rounds!!!!!!!!!!! -
Morel can out box Montiel. I think he will win, but he has to have a perfect fight without messing around. Anyways... it's gonna be a close one.Comment

Nah, I doubt it's an excuse. Donaire can't make the lower weight of 112, and isn't thrilled with having to make 115 at the moment either, so it's very likely he will follow Darchinyan up in weight. Vic wants the fight, but his promoter Gary Shaw absolutely hates Donaire for the way he left Gary Shaw Promotions and refuses to deal with him at all because of it.
Personally, I'd avoid Donaire if I was the raging bull. Not because of fear, just out of respect for knowing some guys are simply bad for style matchups. Nonito has a compact left hook and is very sound technically. A great left hook is always bad for a lefty, and Vic's awkwardness plays into Donaire's hands. I'd stay away from little Nonito, he's a bad mofo....Comment
