No Pac isn't.

Pac needs to beat PBF and then someone like Cotto/Clottey/Mosley.

Pac is not a real welter he doesnt need to fight them.

even a win over eachother probably wouldn't put them in the top 20. people seem to forget just how great some of these other guys were
