Cotto is the best welterweight right now as far as i'm concerned (and yes i do think he def beat Mosley though i wouldn't mind a rematch)

he has his faults and he's not quite Pac/Floyd status but he's very good

if you take "recent wins" and stuff out of the equation and just judge on talent i'd have him like #5 pound-for-pound
