In order for Valero to fight Pac, he needs to:

1. Get a license in Nevada.
2. Fight and defeat top 10 fighters.
3. Go up to welterweight division.
4. Become a PPV attraction.

Of course by that time that happens, Pac will be reitred or Pac will be an out of prime fighter.

yup unless valero does all this real quick...but still, he aint gonna beat pac..pacquiao does well and like fighting southpaws..
