I think Arum is bluffing. He just want's Floyd to know that he has the upper hand. But I believe that Arum does not want to put Pac against Floyd not because he is afraid that Pac would lose because he wont but because he hates Floyd like so many others do.
He might make it happen against Floyd but he will squeez Floyd long and hard and juice the little twerp. Manny is the king and should take the majority of the pie. A huge lions den portion I might add and I do mean HUGE.

Actually, i do not believe that it's a fight that Arum is in a hurry to make. Economically, it makes little sense.

If Pac loses, his mainstream economic viability is severely damaged. If Cotto loses, he won't be selling shyt. Not that the maricon sucio ever did.

It makes sense to have both of them fight other opponents, and Arum could have his hands in multiple pots at the same time.
