Roach never said anything about fighting Welters at 140, he said if Cotto and Shane want a piece of Pacquiao they should move down a few pounds, meaning these fights would be at a catchweight. If one fighter is comfortable at 140 (Manny) and another fighter is comfortable at 147 (Cotto, Shane) then doesn't it make sense to meet in the middle? Yes it does. If people want to fight him, they will have to do it on his terms and conditions, otherwise they can go look elsewhere for a fight.
