Don't even compare Hopkins to Mayweather in the "character" department.

Hopkins went over to Puerto Rico and threw down the flag infront of hundreds of Tito lovers, and escaped without a scratch. He then went on to beat the dog piss out of Tito and embarass him infront a silenced sell out Puerto Rican crowd.

What'd Floyd do? He stole Oscar's gym bag and said "yeah, I got yo' ****!" on 24/7. Then went on to outpoint him in one of the most boring fights I ever saw.

They're both entertaining in their own little ways. Mayweather/Hopkins can't be compared, you're right, Hopkins is in another level when it comes to promoting fights. Snuffing Winky, Telling Calzaghe he'll never lose to a white Boy, Stomping on the PR flag in PR(then again people still love him). Mayweather is a ****y bastard that has more haters than anything, and boxing fans purchasing his fights to see him lose. Hopkins wins in that department though. He will be missed when he retires.
