I still say by virtue of not really knowing (speculation is still just speculation until an official investigation commences by authorities) if Margarito used plaster for Cotto, then Mosley is the defacto #1. Margs up to this point still has a win over Cotto, and Shane beat Marg. So it ends there. Cotto may be the better WW, but he's not #1. He has to beat Shane for that to happen

By nature, Cotto dropped and has to regain. His fight with Clottey goes along way to establishing that prospect.
