How can you be the all time greatest between two fighters? Then iam the all time greatest between me and my neighbour.

Out of the two, who is more likely to be regarded as an All Time Greatest?

Floyd Mayweather.

Pacquiao still has time to surpass him though...Floyd's gone until further notice.

Another year or 2 with big victories and Pacquiao will surpass him.

they will both be greats but if floyds comes back and beats cotto, ssm and/or Jmm then PBF. But PBF would be even if he didn;t come back.

Ok, then my answer is Floyd. He is undefeated, his skills are on a higher level than pacquiaos. Floyd KO:d hatton, Paquiao will be KO:d by Hatton.

Manny Pacquaio will be remembered as an ATG over Floyd. Floyd will be remembered as an ATG Wouda, Shouda, Couda fighter.

Floyds lower weight class resume is better then Mannys....

Hes also about to beat JMM whos mannys best win....and he already beat Hatton***a guy Manny is about to fight)) and he beat the better Oscar at his right weight class of 154 pounds ....and when the time comes He will KO Manny.
