        The Ring stopped awarding titles that time though so we have to go by #1 beating #2 or unification maybe TheManchine or Silencers could clear this up

          technically, he was only the lineal champ at 154lbs.


          but he was universally recongnised as the best fighter at 135lbs, 140lbs, 147lbs, and 154lbs at one time or another.

          Floyd wasnt universally recongnised as the best at WW really, but he did win the lineal championship so you have to give him that credit.
          Kostya was the real champ at 140 when Mayweather won a title there, so you cant call him lineal champ at that weight.
          154lbs was a mess when Mayweather went there, but there was no clear cut way you could call him the universally recongnised best at 154lbs.
